Jess is a Research Fellow within the Local and Regional Energy Systems theme of the UK Energy Research Centre, working on the local governance and policy needs for smart, flexible energy systems. Jess' research focusses on understanding the role of decentralised actors in achieving net-zero energy systems, and how this relates to local, regional and national governance structures. This incorporates research on interactions between decentralised energy systems and political devolution, the role of local governments, as well as smart cities and how energy business models are changing. Her PhD at Exeter examined the development of heat networks in the UK and Germany with an emphasis on the role of municipal utilities. Previously she was an ESRC post-doctoral fellow at the 樱花动漫 and worked on the EPRSC project IGov (Innovation and Governance for future energy systems). She also researches gender and diversity within the energy industry and the research community. |

Richard is a Research Fellow within the UK team of EPICS (Electric Power Innovation for a Carbon-free Society). This global centre which includes the US and Australia, is working towards the transition of electricity grids powered entirely by renewable energy. The Edinburgh research is investigating the conditions under which policymakers, regulators鈥痑nd grid operators can accelerate the delivery of demand-side flexibility and local integration; going beyond technical innovation to consider the governance鈥痵trategies needed to integrate large amounts of consumer flexibility. He has worked extensively on energy policy and governance at the 樱花动漫, including the impactful projects on Innovation and Governance for Future Energy Systems (IGov) and Energy Security in a Multi-polar World. |

Emily has a background in R&D with experience across the UK energy system spanning smart systems, data infrastructure, renewable power and heat, governance, and societal engagement. She has worked with Icebreaker One since 2020 and previously held the role of Head of Research. Emily has a PhD from the 樱花动漫 which explored governance of the digital energy revolution for net zero by 2050. She is motivated by the challenge of leveraging data and digital tech to accelerate the systems-level changes we need for a sustainable future. |

| Sustainable Energy and Climate Change Consultant |
Mark has worked as a sustainable energy and climate change consultant since the early 1990s, initially in the charitable sector on the development and provision of energy efficiency advice to householders and businesses, then running his own company providing technical consultancy and policy research on energy efficiency and renewable energy. Latterly, his focus has been on the development of evidence-based policy for local and national government, to support the transition to a zero-carbon energy system. For his PhD he is examining the role and implications of energy system integration, and the expansion of renewable energy generation and energy storage within the transition to a zero-carbon energy system, and the part played by local actors, agencies and systems. Mark is particularly interested in how local government can advance the transition and develop evidenced-based policy that supports a fair and equitable distribution of the costs and benefits. |

Richard Lowes is an internationally recognised expert in clean heating, gas transitions and energy policy. He leads RAP’s global work on heat and buildings within our Global Expertise Centre, and provides strategic support across RAP’s Europe programme. Before joining RAP, Richard worked in the UK energy industry with SSE and SGN, leading policy and public affairs work relating to heat and gas networks. He then moved to the 樱花动漫, where he completed a doctorate in heat policy and politics and delivered a portfolio of influential research projects. He continues as an honorary lecturer at 樱花动漫 and has lectured undergraduate and postgraduate students on energy and environmental policy. |
